The bill defines, in clear terms the scope of animal cruelty, and punishments to violators. The Bill has specific provisions against callous owners, like a lifetime ban from ownership and a fine of up to Rs 10,00. It means that a habitual offender will never be able to torture pets. Animal activists also say that it can curb irresponsible breeding of dogs and “puppy mills”. The bill was reportedly resisted by researchers for the stringent clauses it spelt out for care of laboratory animals.
